Should tourist be fined or made to pay for their own rescues when they ignore the rules in Australian surf ?

I worked part time as a Lifeguard a few years ago and it was AMAZING how many tourist just cant swim or are as bouyant as a stone ! They always ignore the Surf and Swimming rules so should the Korean, Chinese, Japanese even UK touro's be made to pay ? They even ignore Shark alerts and seem to forget that we grew up with the whole beach, iron man coulture !

1. I think a lot of this drama would end if they put up big red signs with the following heading: DANGER: If you break these rules, our lifeguards can and will sit in their chairs and watch you die.
2. Your signs don't seem to work? ... Have you considered that perhaps you need better signs, or other tourist information? Or do you think they are trying to die just to mock you?
3. Some think they can swim and don't know the power of the ocean surf. In any case it is your job to save them, so do your job.
