Can a 21 year old Australian go to Spring Break in Panama City Beach, FL ?

Can a 21 year old Australian go to Spring Break in Panama City Beach, FL ? Or do you have to show your American college ID to get into the parties/beach etc.

1. As long as you have money, a plane ticket and a passport, you can go anywhere you please during Spring break, or otherwise. Been there for spring break, never got asked for a school ID. Only a government issued ID to prove age for drinking.
2. no need to show an american i.d. you can get on, no problem.
3. yes, any one can go. Be aware there is oil on the beach from time to time from the Gulf Oil spill. You might want to consider South Padre island, Texas (another huge US spring break destination) instead. Beaches clean in Texas.
