  1. The best beach near Manila is Laiya in San Juan, Batangas. There are several resort options, with some on the very high end. And yet, there are cottages for the size of your group that you can rent for P2,000 overnight. That will be well within your budget. You can refer to my answer to a previous question on how to go to Laiya: http://answers.yahoo.com/question/index?qid=20100318005626AALKud2&r=w&pa=AptqD2bwHTHc6OiFZakzt_Nx2xRcQL2qaou75_bftN01Xw--&paid=voted There are nice resorts with affordable day tour fees, but I understand you want to stay in the place for 2 nights, if possible. Unless you are willing to sleep in tents, and are allowed to camp, these de luxe places are out of your list. Alternatively, you can go to Nasugbu in Batangas. There is a row of beach resorts on the left side of the road when you enter the town. The cottages are also inexpensive.
  2. You can always try Caylabne Bay Resort in Ternate, Cavite. It is just 2 hours drive south of Manila and it is right after Puerto Azul and Marine Base Ternate. It is clean and decent, it is semi-private and the view is 7.5/10. The entrance is 500/ head for day tour, food and drinks are not allowed though they have a restaurant. http://www.caylabne.com.ph/
  3. there are a number of small beach resorts in subic Bay that will meet those requirements. try Playa Papagayo or arizona international in Barrio Barretto of Olongapo, ocean view also. If you do not have transportation then you can take the victory Liner bus to Olongapo and a local jeepney to the resorts
