I want to import handycrafts and necklaces from India and sell it in St Kilda beach australia .So...... Is it allowed ? Are there any rules and regulations? Any permits to take?

There are craft markets held in St Kilda and surrounding areas such as Prahran which hold regular market days, but again, you will need to speak to the relevant councils and see a) what markets they have operating and b) what their individual procedure and criteria is regarding the types of goods you are selling.
