Are neon lights under a car leagal in Western Australia?

I see neon lights under cars occaisionaly on the streets. Im pretty sure i have heard that they are illegal in Western Australia. Is this true? or are there circumstances which allow you to have them?

1. I was under the assumption they are illegal everywhere here. People still have them though, they will get caught eventually.
2. Well they're illegal in South Aus as well, apart from two Supras I saw doing a demonstration in an empty parking lot. And yet they still sell them. In Kmart of all places...
