Where are the best beaches/islands in Cebu?

I'm a budget traveller,where should go in Cebu to find reasonable accomodations (along the best beaches/islands)?

2. Moalboal in the south of Cebu and Malapascua in the north. It"s a 3-4 hour bus ride from Cebu City to get there, but the beaches are good, scuba diving and snorkeling are even better, and the prices are low. I personally prefer Malapascua because the sand there is powdery white and there are fewer people (=fewer annoying fellow tourists to get on your nerves). Don't bother with the beaches near Cebu City like on Mactan Island, because they're really polluted because of the busy shipping ports.

4. better head to Boracay you'll definitely enjoy there!!! and there are a lot of accomodations there i'm sure you'll find somewhere wherein you can afford but i'm sure you'll enjoy there!
