Family vacation ideas?

We are planing a family vacation for 13 people, age range from 13 to 69. We want an all inclusive beach resort. Does anyone know of any good, but not outrageously expensive, places to go. We want nice beach with blue water (I say this because we live in Texas and the Gulf of Mexico is NOT blue!!!) and activities to entertain our wide age range.
